The Norwegian Coastal Administration (NCA) is in charge of planning and implementing local and regional preventive measures to avoid oil spills from ships, and they regularly carry out cost-benefit analyses (CBA) of these measures. CBA were incomplete as non-market benefits in terms of avoided damages to marine and coastal ecosystem services (ES) were excluded. The results from an extensive Contingent Valuation (CV) internet survey (with more than 2500 respondents) show that the monetary value of these ES impacts could potentially be very large, and affect the outcome of CBAs of preventive measures.
Ståle Navrud has published more than 100 journal articles and book chapters on economic valuation of environmental quality, ecosystem services (marine, terrestrial and aquatic), cultural heritage, and public health; and has co-edited three books on environmental value transfer, cultural heritage and environmental valuation in Europe. He was Review Editor (WG 2) of the 5th Assessment Report (Climate Change 2014) of the IPCC, and is currently Expert Reviewer for UN IPBES.
